Noise Exposure Map (NEM)

The Noise Exposure Map (NEM) is the first part of the FAA’s Part 150 process. It provides a visual and technical assessment of where aircraft noise occurs today and where it is projected in the future.

NEMs are developed using airport operations, flight paths, and surrounding land use. Noise levels are displayed as noise contours—lines on a map that represent equal levels of aircraft noise. These contours help identify the neighborhoods most affected by airport activity and guide which homes or buildings may qualify for sound insulation or other mitigation measures.

Noise levels are measured using the Day-Night Average Sound Level (DNL), a 24-hour metric that gives extra weight to nighttime aircraft activity (10 p.m.–7 a.m.).

The 2024/2029 NEM Update, approved by the FAA, includes the ongoing operations of the F-35A aircraft flown by the Vermont Air National Guard. This updated map defines the official boundaries for BTV’s Noise Mitigation Program and forms the foundation for all future noise compatibility planning.

The Noise Exposure Maps for 2024 and 2029 were submitted to the Federal Aviation Administration on (insert date). A copy of that document can be found HERE (insert link). The Federal Aviation Administration determined the Noise Exposure Map to be in compliance with federal requirements effective (insert date).
