Sound Insulation Program
The Patrick Leahy Burlington International Airport (BTV) Sound Insulation Program is designed to reduce interior aircraft noise in homes and community buildings located within the FAA-approved 2029 Noise Exposure Map (NEM) boundaries. Through voluntary participation, eligible property owners may receive improvements like upgraded windows, doors, insulation, and building systems that make indoor spaces quieter, safer, and more energy efficient.
Residential
BTV began implementing its Residential Sound Insulation Program (RSIP) in 2022. Each year, approximately 50 homes are designed and constructed (based on FAA grant funding), with more than 2,500 homes identified as potentially eligible in the program area.

RSIP Process
The BTV RSIP Process is phased and coordinated directly with homeowners and includes the following steps:
- Homeowner Outreach & Program Invitation: Homeowners within the eligibility boundary are contacted by the BTV RSIP team and invited to participate. This phase takes approximately 2 months.
- Categorization: Teams categorize homes for eligibility. This phase takes approximately 6 months.
- Acoustical Testing for Eligibility: Technicians measure indoor and outdoor sound levels. This phase takes approximately 2 months.
- Home Assessments: Specialists visit each property to evaluate noise impacts, existing conditions, and building systems to match the right solutions. This phase takes approximately 2 months.
- Design: Designers create tailored plans, selecting materials and methods best suited to meet FAA noise reduction goals while complying with local building codes. This phase takes approximately 6 months.
- Construction & Installation: Contractors install specialized sound-reducing treatments such as windows, doors, insulation, and HVAC modifications. This phase takes approximately 18 months.

RSIP Treatments
Typical BTV RSIP improvements include:
- Windows & Doors – Sound-rated replacements that reduce noise transmission.
- Insulation & Air Sealing – Enhanced wall, ceiling, or attic insulation for both noise and energy efficiency.
- HVAC / Ventilation Systems – Modifications or upgrades that maintain indoor air quality while allowing windows to stay closed.
- Other Custom Measures – Depending on the home’s condition, additional noise-reducing elements may be installed.
Eligibility
Participation in the BTV RSIP is determined by the FAA-approved 2029 Noise Exposure Map (NEM) and requires that:
- The property is within the designated program area shown on the 2029 NEM.
- The home meets local building codes.
- The home was built before October 1, 1998, unless it is specifically included in BTV’s long-term implementation plan.
Priority is given to homes located in the areas most impacted by aircraft noise.

Non-Residential
Community facilities such as schools, churches, and gathering places may also qualify for customized sound-reducing treatments. Improvements help keep classrooms, worship spaces, and public areas comfortable and functional, even in high-noise zones.
